Actually, the McCain-Feingold bill didn't decrease the role of money in politics at all, as this election has seen record amounts of money raised and spent. What it did do is ban certain soft money contributions and ban third-party issue ads airing 60 days prior to a general election. The ad ban part was by the Supreme Court who found it unconstitutional.
